Adams and Reese Partner Michael Berson had his article “Power of the Purse: Congressionally-Directed Spending is Back and Hopefully Here to Stay” published in The Alabama Municipal Journal.
Federal congressionally-directed spending (CDS), also referred to as Community Project Funding, has returned and appears to have some staying power with Republicans in control of the House. Berson addresses some of the critical areas of investment by Congress both nationally and across Alabama jurisdictions. He also discusses the main steps of the appropriations process, and the best practices for municipalities to voice their needs.
