Senior Policy Advisor Rick Quinn, Jr. – a former House Majority Leader in the South Carolina House of Representatives – brings close to 40 years of experience to the Intersection of Business & Government Practice Group as a legislator, political advisor, business owner, and marketing and public relations professional. Throughout his career, Rick has worked with major corporations and political campaigns for national, state, and local candidates, while also owning marketing businesses.

Rick works with the Adams & Reese Government Relations team across the law firm’s national footprint to advise clients at the local and state levels in South Carolina, and at the federal level in DC. Rick’s more than 20 years of service in the South Carolina House of Representatives enables him to add a critical understanding of the political landscape to his work guiding, advising, and navigating clients through the regulatory and political challenges. Rick is a former small business owner and operator. This experience has given him a solid understanding of the regulatory environment affecting businesses in South Carolina.

For more than 20 years, Rick represented South Carolina constituents in the legislature. A recognized expert in policy analysis and consensus-building and formerly voted National Republican Legislator Association Legislator of the Year, Rick managed diverse and competing interests and formed bonds with individuals on both sides of issues. Rick led caucus members in legislative strategy and growth, utilized and grew relationships with key stakeholders, and worked with South Carolina’s congressional delegation to inform the delegation’s support of positions favorable to the State of South Carolina.

Rick has managed or consulted with more than 100 successful political campaigns from both sides of the aisle, and he maintains strong ties with these elected officials, other policymakers, and political operatives throughout local, state, and federal governments.
